‘Did My Best’: Elon Musk’s Response to Congress Failing to Codify DOGE and Difficulty Reforming World's Largest Bureaucracy

In a tweet now seen by millions, entrepreneur Elon Musk responded tersely to a post about the ongoing Musk-DOGE saga. Once the most ambitious government program in over a decade, it’s quickly turning into a symbol of the impossible nature of reforming the world’s largest bureaucracy. While the Department of Government Efficiency is still alive and ongoing, Congress's failure to codify the budget cuts or give the department any teeth means it’s unlikely to make a dent in its goals to reduce the massive and growing U.S. deficit.
“Did my best,” Musk replied late on May 26 to a viral tweet from conservative commentator Matt Van Swol, who claimed the initiative was one of the “most popular government initiatives in history.” The exchange, which has since amassed over 2.9 million views and counting, has triggered a flurry of discussion online about Musk’s controversial role in government reform efforts and the current gridlock in Washington.

Backed by President Donald Trump during his third campaign, the DOGE initiative aimed to eliminate redundancies, shrink overlapping agencies, and implement advanced automation tools to increase federal efficiency. Its stated goal was to cut $2 trillion in government spending, which would get the federal deficit under 3%, and thus allow for the U.S. to start slowly eliminating our national debt.
Musk, recruited as an informal advisor to the initiative, built the department from the ground up and quickly began implementing sweeping reforms across the country. But this wasn’t without its controversy. Mass protests broke out across the world with Tesla sales in Europe dropping harshly, and even acts of terrorism aimed at some U.S. dealerships, with people shooting up stores and fire-bombing vehicles. After a controversial few months, Musk recently stepped back from the initiative to re-focus on Tesla (TSLA), SpaceX, and his many private ventures. Reports initially suggested he would remain an advisor to DOGE, but roll back his time to only a few hours per week. But a tweet on the 28th suggests Musk will be entirely stepping back from the role.
Elon Musk’s involvement was controversial from the outset. While many praised his disruptive approach and outside-the-box solutions, his outspoken political commentary and growing unpopularity resulted in both Democrats and Republicans distancing themselves from his initiatives. Now, all of that work might have been for nothing, as the reforms were never codified.
The GOP's Inaction and Political Fallout
Despite its conservative origins, the DOGE initiative faltered not from Democratic obstruction but because of inertia within the Republican establishment. Just a few months into Trump's 2nd term, key GOP lawmakers began to distance themselves from the plan, citing concerns about voter backlash in swing districts and disagreement over the scope of proposed cuts.
This is the political paralysis Van Swol referenced in his now-viral tweet: “Trump brought in the smartest man on earth to do it… the Left destroyed Elon for it… the GOP won’t vote on it.”
Prior to this tweet exchange, no legislation had reached the House or Senate floor to codify the DOGE cuts. Likely in response to this tweet and Florida Governor Ron DeSantis speaking out, voicing similar concerns, a bill to codify the DOGE cuts was finally proposed with backing from President Donald Trump.
Van Swol’s framing — a mix of populist frustration and admiration for Musk — struck a nerve with many on the right, reigniting debates about whether the GOP is capable of enacting bold reform or merely gesturing toward it.
Musk's “Did My Best” and Public Reaction
Musk’s succinct response — “Did my best” — has been interpreted in various ways: a resigned acknowledgment of the political system’s resistance to change, a subtle jab at Washington gridlock, a veiled critique of the GOP’s failure to support a plan they once championed, or a mix of all three.
As for Musk, his public interest in government reform seems to be waning. Since stepping back from DOGE involvement in the past few weeks, he has returned his focus to Neuralink’s brain-interface trials, Tesla’s growth, and his goal of reaching Mars with SpaceX.
